In other words, can we restart a saved project from already run time to a new time.

Hi,
Currently, it is not possible to restart a project once you have exited SPIS.
You can however extend a simulation which total duration has been reached, as explained in the User Manual, p. 53-54, section “6.3. Simulation running and control”
